The Home Services Program improves the living conditions of low to middle income clients to make their homes more energy efficient and improve the health and safety of those dwellings. Home Services operates such grant programs as Weatherization (DOE funded) and Weatherization Residential Assistance Partnership (WRAP, funded by Northeast Utilities), Housing Preservation and the Lead Elimination Action Program (LEAP).
